Depending on what your software is able to do, I would
- have it mask the sky automatically and then dim the lights in the sky and balance it with general exposure.
- if it cannot do that, I'd try to simply work with globally dimming the lights, lifting the shadows somewhat and then lift or diminish general exposure.
If that's not satisfying you could work with several gradients that you lay over the landscape trying to account for the shape of the landscape better.
The first one intrigues me a lot, because I used to ride BMX back in the day, read magazines about the skate parks in California and admired heroes like Eddie Fiola, Bryan Blyther and others.
I mostly did "Flatland" riding, though. In fact I just did a few easy stunts within a theater show a few days ago, that even after 30 years still worked surprisingly well.
It was supposed to be clear... and it didn't appear to be so when I got there.
Tried full spectrum with 580 nm filter. This was put together with jpegs, as I didn't know if it would work. Might assemble the raw files at some point.
