Very likely. It’s not a good position for the Red-tail to attack the squirrel and its posture indicates it’s simply evaluating the squirrel and vice-versa. I’d bet on the squirrel from the photo. They probably checked each other out for a few seconds until the squirrel got away. Even the Cooper’s Hawk would have a tough time attacking here. The squirrel can roll around the trunk quicker than the Hawk can successfully grapple the squirrel.

Added one to show the squirrel walked right up to the hawk who seemed super surprised. and shook it's wings at the squirrel who decided to quit while he was ahead.
