How far away from the bird are you?

To me, it looks like atmospheric hazy or heat waves blurring your shots.
It could be coming up from a road, shooting over the hood of a car, lots of stuff can cause this.

In the winter I get this a lot trying to shoot from the car out the window.
The heat in the car flows out the open window and gets me every time.
I have even had it when I got out of the car, but the warm air trapped in the lens hood affected the shot as it started to
change over to the cooler air outside.

Anyway, that's my guess as to what the issue is.

I had the same set (without the TC), and the same problems. Blurry images at more than 25 meters, in a totally wild environment. I changed A7RII with A9. No more problems. It looks like (counting out haze, if there's haze the problem can be that or that will worsen things) A7RII have problems in getting perfectly focused subjects at distance, which I cannot find with A9 (ok, it would be a shame if the contrary... Given the target of that body, but notwithstanding that, a day-and-night difference).

Interesting, I would be very surprised if the A7R2 could use PDAF with AF-C below F/11 when the A7R3 can only use PDAF with AF-C up to F/8.

I'm still guessing this and/or atmospherics (as others have mentioned) may be part of the reason for the BIF shot you posted. The sharp shots at 560mm with an A7R2 that you saw, were the birds stationary or in flight?

I get hit and miss with BIF using the same lens and TC with the R3. Just glad that it can shoot multiple shots per second...so while my hit rate is not as high as I would like, I can usually pick a few sharp ones.
